A New Beginning Foster Family Agency is a licensed foster family agency serving San Bernardino County and the High Desert. This policy explains what we collect through this website, how we use it, and your rights under California law.

The short version

We only collect what you choose to send us.

We never sell or rent your information.

Information about children in foster care is confidential by law.

You can ask what we hold, and ask us to delete it.

Non-essential cookies stay off until you turn them on.

1. Who We Are

A New Beginning Foster Family Agency is a California-licensed foster family agency at 15729 Main Street, Hesperia, CA 92345. We recruit, train, and support resource families, and provide behavioral health and support services to youth in our care.

2. Information We Collect

Information you give us

Contact forms: name, phone, email, inquiry type, and your message.

Job and volunteer applications: resume, work history, education, certifications, and references.

Resource parent inquiries: contact details and certification information.

Donations: name, email, phone, and amount. Card details go directly to our payment processor; we never store card numbers.

Event and program sign-ups.

Collected automatically

IP address, browser, device, and city-level location.

Pages visited, links clicked, and referring site.

Cookies: see Section 7.

Please don't send sensitive details here

Do not submit Social Security numbers, medical records, case numbers, or details about a specific child through website forms.

3. How We Use Your Information

We use your information only for the purpose you gave it, plus related agency operations:

Responding to your inquiry or request.

Evaluating job, volunteer, and resource parent applications.

Providing placement, behavioral health, training, and support services.

Processing and acknowledging donations.

Meeting licensing, reporting, and audit obligations to the State of California and San Bernardino County.

Keeping the website secure.

4. Confidentiality of Foster Youth Information

Information identifying a child in foster care is confidential under California Welfare and Institutions Code section 827. Juvenile case file information may only be shared with people and agencies authorized by law or court order.

We never publish names, images, or case details of children in our care without legally required consent.

Resource parents: do not send case-specific details about a child through this form, contact your social worker directly.

Mandated reporting

ANBFFA staff are mandated reporters. If information you send indicates a child is at risk, we are legally required to report it and confidentiality cannot be maintained.

5. Health and Behavioral Health Information

ANBFFA provides behavioral health services. Health information created in the course of those services is protected by HIPAA and California's Confidentiality of Medical Information Act, and is covered by our separate Notice of Privacy Practices.

Please do not describe diagnoses, treatment, or clinical details in a website form.

6. Job Applicants and Resumes

If you apply for a job or volunteer role:

We use your materials only to evaluate you for that role and related openings.

Only staff involved in hiring can access them.

Where required, background checks and Live Scan fingerprinting follow California Department of Social Services rules.

Under the California Fair Chance Act, we do not ask about conviction history until after a conditional offer, except where legally required for roles involving children.

We keep application materials at least 4 years, then securely destroy them.

You may request a copy, correction, or deletion of your application.

7. Cookies and Tracking

Cookies are small files stored on your device. We use four standard categories. Only the first is on by default. The rest stay off until you enable them.

Government agencies and courts where legally required, CDSS, San Bernardino County Children and Family Services, juvenile courts.

Professional advisors bound by confidentiality.

9. How Long We Keep It

Website inquiries: up to 2 years from last contact.

Job applications: at least 4 years (California employment rules).

Donation records: 7 years (nonprofit accounting and tax).

Licensing, placement, and service records, as required by California regulations and county contracts.

Analytics: kept aggregated or de-identified.

10. How We Protect It

All pages served over HTTPS (TLS encryption in transit).

Cookies use the Secure flag so they only travel over encrypted connections.

Session cookies use HttpOnly, blocking access by client-side scripts and reducing XSS risk.

Cookies use SameSite (Strict or Lax) to reduce cross-site request forgery (CSRF) risk.

Access limited to staff who need it.

Confidential case records stored per California licensing requirements.

11. Your California Rights

California residents may:

Know what we collect, why, and who we share it with.

Access a copy of your information.

Delete it, subject to legal retention rules.

Correct inaccurate information.

Opt out of sale or sharing: we do not sell or share.

Limit use of sensitive personal information.

Not be discriminated against for exercising these rights.

12. Children's Privacy

This site is for adults. We do not knowingly collect information online from children under 13 (COPPA), and we do not sell or share the information of anyone under 16.

Youth in our care should speak with their social worker or Youth Advocate rather than using this website.

13. Third-Party Links

Our Foster Resources pages link to outside organizations such as CDSS, San Bernardino County CFS, and the California EDD. Those sites have their own privacy policies and we are not responsible for their practices.

14. Changes to This Policy

We may update this policy. When we do, we will change the "Last updated" date above, and post a notice on our homepage if the changes are significant.

A New Beginning Foster Family Agency ("ANBFFA," "we," "us") is a licensed foster family agency serving San Bernardino County and the High Desert region of Southern California. This policy explains what personal information we collect through this website, how we use and protect it, who we share it with, and the rights you have under California law.

We only collect what you choose to send us — a contact form, a job application, or a donation.

We never sell or rent your personal information. Ever.

Information about children and youth in foster care is confidential by law and is never published on this site.

You can ask us what we hold about you, and ask us to delete or correct it.

Non-essential cookies are off until you turn them on.

1. Who We Are

A New Beginning Foster Family Agency is a California-licensed foster family agency headquartered at 15729 Main Street, Hesperia, CA 92345. We recruit, train, certify, and support resource (foster) families, and we provide behavioral health and support services to children and youth placed in our care. We are the party responsible for the personal information collected through anbffa.com.

2. Information We Collect

Information you choose to give us

Contact and inquiry forms — your name, phone number, email address, the inquiry type you select, and anything you write in the message field.

Job and volunteer applications — your resume, work history, education, certifications, references, and any other details you include. Where a role requires it, we may later collect information needed for background screening and licensing.

Resource parent inquiries — contact details and the information needed to begin the certification process.

Donations — your name, email, phone, and donation amount. Card and bank details are entered directly with our payment processor; ANBFFA never receives or stores full payment card numbers.

Event and program sign-ups — the details you provide when registering.

Information collected automatically

IP address, browser type, device type, operating system, and general location (city/region level).

Pages visited, links clicked, time on page, and the site or search that referred you.

Cookies and similar technologies — see Section 7.

We do not ask for sensitive details through this website

Please do not submit Social Security numbers, medical or clinical records, case numbers, or details about a specific child in foster care through the website forms. If we need that information, we will collect it through a secure, appropriate channel.

3. How We Use Your Information

We use the information you provide only for the purpose you provided it, and for closely related agency operations:

To respond to your inquiry, question, or request for services.

To evaluate and process job, volunteer, and resource parent applications.

To provide foster care placement, behavioral health, training, and support services.

To process and acknowledge donations and issue receipts.

To send information you asked for about programs, trainings, or events.

To meet our licensing, reporting, auditing, and record-keeping obligations to the State of California and San Bernardino County.

To maintain the security and functioning of our website.

We do not use your information for automated decision-making or profiling, and we do not use website data to make placement decisions.

4. Confidentiality of Foster Youth Information

Information that identifies a child or youth in foster care is confidential under California Welfare and Institutions Code section 827 and related state and federal law. Juvenile case file information may only be shared with individuals and agencies authorized by law or by court order.

We do not publish the names, images, case details, or identifying information of children in our care on this website without the legally required consent.

Photographs used on this site are used with appropriate permission, and are not accompanied by identifying case information.

If you are a resource parent, please do not send case-specific details about a child through the website contact form. Contact your assigned social worker directly.

Mandated reporting

ANBFFA staff are mandated reporters under California law. If information you send us indicates that a child is at risk of abuse or neglect, we are legally required to report it to the appropriate county child welfare agency or law enforcement, and confidentiality cannot be maintained in that circumstance.

5. Health and Behavioral Health Information

ANBFFA provides behavioral health services. Health information created or received in the course of providing those services is protected under the federal Health Insurance Portability and Accountability Act (HIPAA) and California's Confidentiality of Medical Information Act (CMIA), and is governed by our separate Notice of Privacy Practices rather than this website policy.

Substance use disorder treatment records, where applicable, receive additional protection under 42 CFR Part 2.

Information you type into a general website contact form is not a protected health record. Please do not describe clinical details, diagnoses, or treatment history in a website form.

6. Job Applicants and Resumes

If you apply for employment or a volunteer position, the following applies to the information in your application and resume:

We use application materials only to evaluate your suitability for the role you applied for and for related openings at ANBFFA.

Application materials are accessible only to staff involved in hiring for that position.

Where a position requires it, background checks, fingerprinting (Live Scan), and reference or licensing checks are conducted in line with California Department of Social Services requirements and applicable law.

Consistent with the California Fair Chance Act, we do not ask about conviction history until after a conditional offer, except where a criminal background check is expressly required by law for positions involving children.

We retain application materials for the period required by California employment record-keeping rules (generally a minimum of four years), then securely dispose of them.

You may request a copy of, correction to, or deletion of your application materials by contacting us, subject to legal retention requirements.

8. How We Share Information

We do not sell or rent your personal information, and we never have. We share it only in these limited circumstances:

Service providers who operate the site on our behalf — our website host, our form delivery provider, our payment processor, and our analytics provider. They may only use the information to perform services for us.

Government agencies and courts where required — including the California Department of Social Services, San Bernardino County Children and Family Services, and juvenile courts, in connection with licensing, placement, mandated reporting, audits, or a lawful order.

Professional advisors such as auditors, attorneys, and insurers, bound by confidentiality.

With your consent, where you have asked us to share information with a specific person or organization.

9. How Long We Keep Information

General website inquiries — up to 2 years from your last contact with us, unless they become part of a service or case record.

Job and volunteer applications — a minimum of 4 years, consistent with California employment record-keeping requirements.

Donation records — 7 years, to meet nonprofit accounting and tax requirements.

Records connected to foster care licensing, placement, or services — for the period required by California licensing regulations and county contracts, which may be longer than the periods above.

Website analytics — retained in aggregated or de-identified form.

When a retention period ends, we securely delete or destroy the information.

10. How We Protect Your Information

All pages and forms on this site are served over HTTPS (TLS encryption in transit).

Cookies we set are configured with the Secure flag, so they are only transmitted over encrypted connections.

Session and authentication cookies are set with the HttpOnly flag, which prevents them from being read by client-side scripts and reduces the risk of cross-site scripting (XSS) attacks.

Cookies use the SameSite attribute (Strict or Lax as appropriate) to reduce the risk of cross-site request forgery (CSRF).

Access to submitted information is limited to staff who need it for their role.

Paper and electronic records containing confidential case information are stored in accordance with California licensing requirements.

No method of transmission or storage is completely secure. If we become aware of a breach affecting your personal information, we will notify you as required by California Civil Code section 1798.82.

11. Your California Privacy Rights

Depending on which laws apply to a given interaction, California residents may exercise the following rights:

Right to know — what personal information we have collected about you, where it came from, why we collected it, and who we shared it with.

Right to access — request a copy of the personal information we hold about you.

Right to delete — ask us to delete personal information, subject to legal and licensing retention requirements.

Right to correct — ask us to fix inaccurate personal information.

Right to opt out of sale or sharing — we do not sell or share personal information for cross-context behavioral advertising, but you may still direct us not to.

Right to limit use of sensitive personal information.

Right to non-discrimination — we will never deny you services, charge you differently, or provide a lower quality of service because you exercised a privacy right.

Email anbffa@gmail.com with the subject line "Privacy Request," or call (760) 244-8337. We will verify your identity before responding, and we will respond within 45 days. If we need more time, we will tell you why and how much longer we need. An authorized agent may submit a request on your behalf with written permission.

12. Children's Privacy

This website is intended for adults. We do not knowingly collect personal information online from children under 13, consistent with the federal Children's Online Privacy Protection Act (COPPA). We also do not sell or share the personal information of anyone under 16.

If you believe a child has submitted personal information through this website, contact us at anbffa@gmail.com and we will delete it promptly.

Youth currently in our care should speak with their social worker or Youth Advocate rather than submitting information through this website.

13. Third-Party Links and Services

Our Foster Resources pages link to outside organizations such as the California Department of Social Services, San Bernardino County Children and Family Services, the California EDD, and advocacy partners. Those sites are operated independently and have their own privacy policies. We are not responsible for their content or data practices, and we encourage you to review their policies before submitting information to them.

14. Changes to This Policy

We may update this policy to reflect changes in our practices or in the law. When we do, we will revise the "Last updated" date at the top of this page. If the changes are significant, we will post a notice on our homepage. Please review this page periodically.
